Abstract: Democracy” is mentioned, directly or indirectly, in various places in the EU Treaties and Fundamental Rights Charter, and given further substantive content in EU secondary law. It is conventional that any terminology mentioned and used in EU law has EU specific meaning. So what does democracy, as term of art of EU law and policy, mean?
