DESCRIPTION:With: Katharine Throssell\, Chercheuse postdoctorante\, SciencesPo Bordeaux \nTitre: Kids on climate – a project to explore links between climate change\, emotions\, political socialization and (dis)engagement at different levels (local\, national and European)   \nAbstract: What does it mean to grow up learning about politics in a context marked by the climate crisis? What if your first awareness of a political issue was one that politicians seem unable to solve? KIDSONCLIMATE investigates how young teenagers’ awareness of the climate crisis\, and the emotions it generates\, might impact their (dis)engagement with politics at different levels (national\, local\, European). It uses existing quantitative data from the IEA (International Association for the Evaluation of Educational Achievement) International Civics and Citizenship Education Study (ICCS) along with innovative qualitative methodologies with 13-year-olds and their parents in two countries (Belgium and France) to ask: how do the emotions generated by the climate crisis impact young teens’ support for the political system they live in and their feelings of political belonging? What are the social\, political\, educational\, and media factors that influence these emotions? SUMMARY:Whose interests? Brexit and the silencing of practitioners. The case study of police and judicial cooperation practitioners
DESCRIPTION:With Helena Farrand Carrapico\, Professor of International Relations and European Politics\, Northumbria University \nAbstract: Before leaving the EU\, the UK took part on a selective basis in EU law enforcement and judicial cooperation through specific protocols established by the Maastricht Treaty. This arrangement allowed UK practitioners to engage in EU instruments that suited national interests\, such as using the Schengen Information System II (SIS II) and issuing European Arrest Warrants. Bearing this background in mind\, the presentation contrasts two historical periods: the first one\, between 2012 and 2014\, where police and judicial cooperation practitioners were able to have their voices heard in reasserting the importance of the UK keeping key Justice and Home Affairs instruments\, when the opportunity of a mass opt-out presented itself; and a second period\, from 2016 to 2020\, where these same practitioners’ views were ignored and overruled by political priorities\, following the Brexit referendum and during the course of Brexit negotiations. SUMMARY:[Public Debate] Backsliding Populist Governments in the Council: The Case of the Hungarian Fidesz
DESCRIPTION:Co-organisation : Cycle de séminaire du CReSPo \nIntervenante:\nRamona COMAN\, Professeure à l’ULB \nAbstract: Populist governments aim to fundamentally challenge the EU\, raising the question of when and how backsliding populist governments disrupt decision‐making in the Council of the EU (hereafter Council). Due to their anti‐elite and strong anti‐EU stance\, along with their opposition to core values of liberal democracy\, I argue that these governments are more inclined to resort to unpolitics\, understood as “unsettlement.” Analysing the behaviour of the Hungarian Fidesz government in the Council\, the article demonstrates that populist governments resort to unpolitics but use an à la carte approach. Populist backsliding governments selectively oppose the Council’s formal and informal decision‐making rules. Looking at the voting behaviour in the Council since 2009\, the article shows that the Fidesz government preserves the norm of consensus. However\, over time\, it has become the government that has most often broken with this norm. Conversely\, when it comes to “backsliding‐inhibiting competences\,” the Fidesz government challenges both formal and informal rules through a wide range of strategies\, i.e.\, systematically contesting the legality of procedures and decisions\, embracing a confrontational approach and diplomacy\, self‐victimisation\, bending the truth\, and accusatory rhetoric. To illustrate them\, the article focuses on decisions related to the dismantlement of the rule of law in the country\, such as Article 7 TEU\, the application of Regulation 2020/2092\, and the disbursement of Cohesion funds. \nLink for registration

DESCRIPTION:Avec : Maria Fartunova-Michel\, Université de Lorraine \nDiscutantes: Virginie Pirard\, Chercheuse à l’ULB & vice-présidente du Comité consultatif de Bioéthique de Belgique et Florence Delmotte\, UCLouvain Saint-Louis Bruxelles  \nAbstract :  \nLa résolution du Parlement européen\, adoptée le 5 juillet 2022\, et le discours de la Présidente de la Commission européenne sur l’état de l’Union européenne\, ont mis clairement l’accent sur l’importance de prendre au sérieux la santé mentale. Depuis une vingtaine d’années\, les problèmes de santé mentale et leur prise en charge médicale et sociale n’ont cessé d’augmenter. Les populations à risques sont aussi souvent les populations les plus fragiles et les moins visibles : jeunes\, personnes sans abri ou encore migrants en situation irrégulière dont la détresse empêche de porter leur voix. Conduisant souvent à des situations de discrimination\, de stigmatisation\, de contraintes\, d’isolement ou d’enfermement\, voire des traitements imposés\, ces problèmes de santé mentale invitent à réfléchir dans une démarche prospective sur la méthode pour les appréhender\, ainsi que sur l’évolution de la politique de la santé de l’Union européenne. Reconnue désormais comme une problématique de santé publique\, la santé mentale des plus vulnérables est au cœur du Plan pour la santé mentale de l’UE présenté en 2023 par la Commission européenne. Ce plan l’envisage grâce à l’approche d’une stratégie globale de l’Union sur la santé mentale. L’objet de cette contribution est de l’éprouver en partant des relations complexes qu’entretiennent la protection des droits individuels et les impératifs de santé publique et du nécessaire respect de la liberté et du modèle de justice sociale au sein duquel ces questions sont amenées à évoluer.  \nLien pour l’inscription

DESCRIPTION:Presenter: Bastiaan Redert (University of Antwerp) – Navigating Hostility: How LGBTQ+ interest groups strategize in hostile contexts in the EU \nDiscussion: Cecilia Rizcallah (UCLouvain Saint-Louis Bruxelles) & Samuel Defacqz (UCLouvain) \nAbstract \nEqual rights for LGBTQ+ individuals are increasingly contested across Europe\, threatening the well-being of millions. In this context\, LGBTQ+ organizations play a vital role\, not only in advocating for equality policies but also in providing essential community services such as healthcare\, safe spaces\, and suicide prevention. Despite their importance\, research on these organizations remains limited\, especially regarding how their strategies and structures adapt to diverse national contexts. In a recently funded project\, Bastiaan Redert bridges this gap by examining how national political environments influence the organization and strategies of LGBTQ+ interest groups in Europe. Using a combination of survey data and unique datasets\, it explores how these groups navigate political and community-oriented roles. During this seminar\, the project will be introduced\, and some key findings will be presented and discussed. First\, findings of preliminary studies show that in repressive contexts organizations focus shifts from political advocacy to community support. Second\, in another study Bastiaan finds that when elite opinion is supportive towards LGBTQ+ equality\, organizations favor insider strategies. Yet\, in hostile settings\, they often face barriers to political engagement and do not become more active in their communities. These findings suggest that hostile political contexts further silences already marginalized voices. \nLink to registration

DESCRIPTION:Avec : Denis Duez\,UCLouvain Saint-Louis Bruxelles\, & Agathe Piquet\, MSCA/UCLouvain Saint-Louis Bruxelles  \nDiscutantes : Juliette Dupont\, Chargée de recherche\, F.R.S.-FNRS\, & Eleonora Frasca\, UCLouvain\n \nRésumé : Depuis la crise des réfugiés de 2015\, les agences européennes (Frontex\, EASO/EUAA\, Europol) occupent une place centrale dans les politiques migratoires et de contrôle aux frontières extérieures de l’Union européenne\, et leurs pouvoirs ont encore été accrus par le Pacte sur la Migration et l’Asile de 2024. Cette séance du séminaire portera sur la stratégie de dépolitisation utilisée par la Commission européenne pour promouvoir\, en toute discrétion\, le renforcement des capacités d’action des agences européennes dans le contexte de la crise des réfugiés. Elle soulignera d’une part l’échec partiel de cette stratégie de dépolitisation\, notamment du fait d’une forte polarisation politique autour des violations des droits fondamentaux. Elle montrera d’autre part\, en dépit de cet échec partiel\, l’absence de remise en question des dynamiques initiées après 2015 lors des négociations du Pacte sur la Migration et l’Asile.
