SUMMARY:Research Seminar: Unmute the environment: fighting environmental crime at the EU level
DESCRIPTION:Agathe Piquet (Chargée de recherche F.R.S.-FNRS\, Université Saint-Louis – Bruxelles)    \nDiscussion: Chloé Brière (Université libre de Bruxelles) & Amandine Orsini (Université Saint-Louis – Bruxelles)  \n  \n \n  \nAbstract: While serious damages to the environment are not new\, environmental crime as a distinct form of crime is recent. Considering that the national regulatory and enforcement activities were not sufficient to effectively fight environmental crime\, the European Union (EU) has adopted since the 2000s a wide range of instruments to this end\, including the 2008 Environmental Crime Directive. Recent evaluations have shed light on the mitigated results of this directive and led in 2021 the European Commission to propose its replacement. Yet\, while the EU has positioned itself as the champion of the protection of the environment and of the voiceless\, little is known about its concrete capacity to un-mute the victims of green crime. The communication will explore this question by analysing the current revision process of the 2008 Directive. \n  \nAgathe Piquet is a FNRS Research Fellow at the Institute for European Studies\, Université Saint-Louis-Bruxelles. Her current research compares the cooperation between law enforcement and NGOs in the regulation of environmental crime in different member states of the EU. She was previously a postdoc at Queen Mary University of London and a member of the NEXTEUK project about the future relationship between the EU and the UK\, including the impact of Brexit on public policies. Her research interests are the transformations of internal security in Europe at the crossroads with EU studies and public policies. \n

SUMMARY:La Commission européenne et les Eurobaromètres: un recours politisé ou dépolitiser à l'opinion des citoyens.nes
DESCRIPTION:Céline Belot (CNRS\, Sciences Po Grenoble) & Sophie Jacquot (Université Saint-Louis – Bruxelles)  \nDiscussion : Denis Duez (Université Saint-Louis – Bruxelles) & Alberto Alemanno (HEC Paris) \n  \n \n  \nDans ce travail\, nous nous intéressons à la façon dont la voix des citoyen.nes peut constituer un instrument de politisation au niveau européen. Afin de saisir ce phénomène\, nous proposons d’observer la commande d’enquêtes d’opinion par la Commission européenne. Plus précisément\, nous nous basons sur une analyse qualitative des Eurobaromètres commandés par les Directions générales de l’emploi et de la justice entre 2010 et 2019. Cela nous permet de montrer que ces sondages sont effectivement des instruments politiques qui participent aux processus de politisation de la Commission. Cependant\, contrairement aux attentes\, ils le font moins par l’expression des préférences des citoyen.nes que par l’évaluation des politiques publiques et des situations\, y compris les pratiques et expériences individuelles des Européen.nes. Le rôle des sondages dans le processus de politisation varie\, allant d’une a-politisation et d’une dépolitisation à une forte politisation. Dans tous les cas\, l’instrumentation est essentielle. Les enquêtes Eurobaromètres ont besoin de la volonté politique\, du travail et de la créativité des acteurs qui les commandent pour atteindre leur plein potentiel de politisation. \n
